Director of state highway department shall issue special identifying certificates to women in their third trimester of pregnancy or mothers with children under age one for a five dollar fee.

Certificates are valid for up to 15 months or until the child reaches age one, whichever occurs first, and must be 9.5 inches by 3 inches in size with expiration date and registration number.

Certificate holders may park in spaces reserved for mobility impaired individuals when the certificate is displayed prominently and hung from the rearview mirror with no obscured portions; violation carries a five dollar penalty.

Two dollars from each certificate fee goes to the state highway department fund to cover issuance costs; remaining three dollars deposited in state treasury and credited to state rehabilitation council fund for the department of human services.

Replacement certificates cost three dollars and require proof of loss, mutation, or destruction; fees are appropriated on a continuing basis to accomplish the state rehabilitation council's statutory duties.
