Amends section 12.1-31-14 of the North Dakota Century Code to add a new subsection 3 prohibiting willful operation of unmanned aerial vehicle systems to capture or record individuals or private property without consent in a manner that invades reasonable expectation of privacy.

Prohibits using unmanned aerial vehicles to capture photographs, images, video, or audio of another individual or their private property without consent, including capturing through windows.

Prohibits using unmanned aerial vehicles to view, follow, or contact another individual or their private property without consent in a manner that invades reasonable expectation of privacy, including viewing through windows.

Establishes violation of the unmanned aerial vehicle restrictions as a class B misdemeanor offense.
