Amends Section 54-35-02.4 of the North Dakota Century Code regarding the employee benefits programs committee's jurisdiction over legislative measures affecting state and political subdivision retirement programs and health plans.

Committee must take jurisdiction over measures sponsored by the judicial or executive branch with bill introduction privileges that affect retirement or health plans, or authorize automatic benefit increases beyond the ensuing biennium without legislative approval.

Committee must include in its report a statement that proposals allowing future changes would proceed without legislative involvement.

Judicial branch or executive branch agencies with bill introduction privileges cannot introduce measures affecting public employee retirement, health insurance, or retiree health insurance programs unless accompanied by a committee report or a determination that the committee lacks jurisdiction.

Any legislation enacted in violation of this section is invalid and unenforceable, with benefits reduced to pre-enactment levels.
