Allows domestic distilleries producing no more than 12,000 proof gallons per year to sell spirits directly to licensed retailers, limited to 200 cases per year total.

Direct retail sales by distilleries may be made onsite or offsite using the distillery's own equipment and employees, a licensed distributor, or a common carrier, with individual shipments by common carrier limited to 3 cases per day per retailer.

Increases the special events permits for domestic distilleries from 20 to 40 days per calendar year, with Pride of Dakota events exempt from this limit.

Domestic distilleries must report and pay wholesaler taxes annually on all spirits sold at retail or delivered directly to consumers by January 15 of the following year.

Declares the Act an emergency measure.
