Amends North Dakota Century Code section 12.1-31-14 to add a new infraction for installing devices to observe, record, or photograph wildlife on another's property without written permission from the owner or occupant.

Requires any wildlife observation, recording, or photography device installed on private property to have a permanently affixed metal or plastic tag with either a game and fish department registration number or the individual's name, address, and telephone number.

Violation of the new requirements is classified as an infraction, creating a penalty for unauthorized wildlife device placement.

Preserves existing class B misdemeanor penalties for surreptitious intrusion into dwellings and other private spaces with observing or recording devices.

Passed the House 74-16 and the Senate 43-0 during the 2019 legislative session.
