Creates Section 54-12-33.1 of the North Dakota Century Code requiring the human trafficking commission to establish an educational training program within 90 days focused on identifying and reporting suspected human trafficking.

Training program must cover human trafficking awareness, recognizing potential victims, identifying activities associated with trafficking, and reporting procedures to law enforcement.

Allows lodging establishment proprietors to voluntarily provide training to onsite employees, certify completion annually, conduct awareness campaigns, and display approved posters with victim assistance contact information.

Provides immunity from civil liability for proprietors and employees of lodging establishments who report suspected human trafficking activities in good faith.

Authorizes the human trafficking commission to accept donations, gifts, grants, and bequests from public or private sources, with all moneys appropriated on a continuing basis to support the training program.
