Legislative management shall conduct a study during the 2019-20 interim on criminal justice issues affecting veteran and active-duty defendants.

Study shall examine whether additional treatment and sentencing options should be available for defendants suspected of having posttraumatic stress disorder or other behavioral health conditions.

Study shall determine whether expanded treatment options should apply to both misdemeanor and felony offenses and assess impacts on courts and the Department of Corrections and Rehabilitation.

Study shall review actions taken by other states to address similar issues and evaluate whether North Dakota specialty courts could be integrated into the criminal justice system for these defendants.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the sixty-seventh legislative assembly.
