Expands the definition of "debilitating medical condition" under North Dakota's medical marijuana program to include 25 specific conditions, including rheumatoid arthritis, autism spectrum disorder, brain injury, and terminal illness.

Adds a catch-all category for chronic or debilitating diseases or medical conditions that produce cachexia, severe debilitating pain unresponsive to treatment for more than three months, intractable nausea, seizures, or severe and persistent muscle spasms.

Directs legislative management to study the appropriateness of the debilitating medical conditions list during the 2019-20 interim and report findings and recommendations to the 67th legislative assembly.

Declares the act an emergency measure.
