Amends nine North Dakota Century Code sections to allow producers to submit assessment refund requests and applications in electronic form, in addition to written form.

Requires producers to submit refund requests within sixty days of assessment date or final settlement, and complete applications within ninety days, with refunds processed electronically when applicable.

Maintains existing requirements that refundable amounts must meet or exceed five dollars and that failure to request a refund within the prescribed timeframe creates a presumption of agreement to the assessment.

Applies to refund procedures across multiple agricultural assessment programs including dairy, various commodity councils and commissions, beekeepers, and potato growers.

For section 4.1-10-13 (potatoes), preserves the two-step letter requirement process while permitting electronic submission of letters in place of written letters.
