Exempts agricultural commodity funds (potato, oilseed, dry bean, barley, soybean, corn, honey, turkey, milk marketing, dairy promotion, wheat, ethanol, and beef) from fund balance limitations and allows governing bodies to establish their own fund reserve policies.

Exempts the seed department fund and North Dakota stockmen's association fund from fund balance limitations, allowing these entities to establish their own fund policies.

Creates new fund balance limitations for executive branch state agencies and departments: excess operating fund balances above $250,000 or one-half of biennial expenses must be transferred to the legacy fund at the end of each biennium.

Requires occupational and professional boards to reduce fees by 50 percent if unobligated balances exceed $250,000 or annual expenses, with exceptions for constitutional, statutory, contractual, and litigation-related funds.

Becomes effective August 1, 2021.
