Creates a task force during the 2019-20 interim to gather information and develop recommendations regarding autonomous systems and industries within North Dakota.

Task force composition includes 3 house representatives (2 selected by majority leader, 1 by minority leader), 3 senate members (2 by majority leader, 1 by minority leader), state commissioner of higher education, director of transportation, commissioner of commerce, adjutant general, and 2 autonomous industry professionals who are state residents.

Commissioner of the Department of Commerce shall convene the task force, which will elect a presiding officer by majority vote and meet at the call of the presiding officer.

Task force shall gather information on needs and challenges of autonomous systems, receive reports and testimony, evaluate effectiveness of state resources, and determine feasibility of developing a central data collection infrastructure for technological assistance.

Task force members who are not state employees receive mileage and expenses; state employees receive regular salary and mileage/expenses paid by their employing agency; final report with recommendations and proposed legislation due to legislative management by July 1, 2020.
