• Department of Motor Vehicles must implement a computerized licensing system allowing licensed motor vehicle operators to display electronic proof of valid licensing on electronic communications devices.

• Electronic operator's licenses may be used when stopped by law enforcement for enforcement or investigation purposes and for identification purposes.

• Law enforcement officers cannot scan, retrieve, or request electronic information from an electronic operator's license without permission from the licensed operator.

• When a law enforcement officer requests identification via electronic method, the licensing system must display to the operator whether the officer has reasonable suspicion of a law violation.

• Director may adopt rules necessary to implement the electronic operator's licensing system; amends license renewal provisions in existing law.
