Authorizes the Budget Section of the Legislative Management to conduct public hearings on state plans for receipt and expenditure of new or revised federal block grants under the Omnibus Budget Reconciliation Act of 1981 and other relevant federal statutes.

Approves the Department of Commerce appropriation bill as the Legislative Assembly's approval of community services block grant program money for the period ending September 30, 2021.

Grants the Budget Section authority to hold required public hearings on additional block grants or federal moneys approved by Congress after the Sixty-sixth Legislative Assembly recesses or adjourns.

Authority is effective from the recess or adjournment of the Sixty-sixth Legislative Assembly through September 30, 2021, with the Budget Section authorized to determine methods and procedures for providing public notice and holding hearings.

Delegates the Legislative Assembly's public hearing responsibility for grants not approved during the 2019 session to the Budget Section, as no regular legislative session will occur during 2020.
