Legislative Management directed to study potential benefits of implementing blockchain technology in North Dakota state government administration and affairs.

Study must include comprehensive assessment of blockchain applications in agency operations, accounting and budgeting, transactions, audit trails, decision authorization, and record systems.

Study must evaluate smart contracts for improving contract enforcement efficiencies and analyze cost-effectiveness and security of blockchain-based electronic voting systems.

Study must explore eGovernment applications including identity management, tax collection, land registry, benefits distribution, and digital exchanges.

Legislative Management required to report findings, recommendations, and any necessary implementing legislation to the Sixty-seventh Legislative Assembly.
