Increases the threshold for legislative approval of constitutional amendments from a simple majority to at least 55 percent of members in each house of the legislative assembly.

Increases the voter approval threshold for constitutional amendments from a simple majority to at least 55 percent of votes cast on the amendment at a general election.

Applies the 55 percent approval requirement to both legislature-proposed amendments (Article IV, Section 16) and citizen-initiated amendments (Article III, Section 9).

Requires submission of the proposed amendments to North Dakota voters at the 2020 general election for ratification.
