Removes constitutional references to "The school of science, at Wahpeton" and "The school of forestry, at Bottineau" from the state board of higher education's list of institutions.

Strikes the specific provision allowing a school of forestry to be located in McHenry, Ward, Bottineau, or Rolette counties, replacing it with authority for the legislature to determine alternative locations and institutions.

Removes the specific provision requiring a school of science at Wahpeton, allowing the legislature to prescribe alternative educational or charitable institutions at that location instead.

Changes terminology from "state training school" to "The North Dakota youth correctional center" and updates references to "insane" to "mentally ill" throughout the constitution.

Requires submission of these constitutional amendments to North Dakota voters at the 2020 general election.
