Amends Section 2 of Article IX of the North Dakota Constitution to require asset forfeiture funds be deposited into the common schools trust fund.

Mandates that distributions from the common schools trust fund, including net proceeds of state law fines and all asset forfeiture funds, must be faithfully used each year for the benefit of common schools and cannot be diverted or used for any other purpose.

Requires submission of the amendment to North Dakota qualified electors at the 2020 general election for voter approval.

Establishes distribution rates for perpetual trust funds: the greater of the prior biennium's amount or 10 percent of the five-year average value of trust assets (excluding lands and minerals) for the amendment's first biennium, then 10 percent thereafter.

Requires equal distribution amounts during each year of the biennium, with five-year average calculated using asset values from the fiscal year ending one year before the biennium begins plus the four preceding fiscal years.
