Directs the Legislative Management to study expansion of the Public Employees Retirement System's uniform group insurance health benefits for long-term state employees who separate due to reduction in force or retirement

Addresses the challenge faced by state employees separating before Medicare age who must find affordable health insurance coverage

Notes that 95 state positions were eliminated between January 1, 2016, and December 1, 2018, due to budget constraints requiring reduction in force

Recognizes that approximately 37 percent of Public Employees Retirement System retirees retire under age and years of service calculations

Requires the Legislative Management to report findings, recommendations, and any necessary legislation to the Sixty-seventh Legislative Assembly
