Requires initiated measures for constitutional amendments to be placed on the ballot only at general elections, not at special elections.

Requires constitutional amendments proposed by the legislative assembly to be submitted to voters at the following general election rather than at any election.

Requires initiative petitions for constitutional amendments to be signed by electors equal to four percent of the state's resident population at the last federal decennial census.

Establishes that a constitutional amendment becomes part of the constitution if a majority of votes cast on the amendment are in the affirmative.

Amends Section 9 of Article III and Section 16 of Article IV of the North Dakota Constitution, with the proposed amendments to be submitted to qualified electors at the 2020 general election.
