Urges Congress to pass legislation for a full audit of the Federal Reserve System and direct the Comptroller General to audit the Board of Governors and Federal Reserve banks.

Contends the Federal Reserve has not been fully audited in over 105 years and that dealings with foreign central banks and certain assets and liabilities remain unpublished.

States the Government Accountability Office is prohibited from examining the Federal Reserve's discount window, open market operations, and agreements with foreign governments and central banks.

Notes the Federal Reserve lent approximately $16 trillion to international banks and corporations according to a partial 2011 audit, and managed hundreds of billions in taxpayer funds from the $700 billion Emergency Economic Stabilization Act of 2008.

Requires the Secretary of State to forward resolution copies to each member of the North Dakota Congressional Delegation.
