Appropriates $1,781,370 total funds ($1,746,370 from general fund) to the State Treasurer for the biennium July 1, 2019 through June 30, 2021, including $1,383,141 for salaries and wages, $227,229 for operating expenses, and $171,000 for coal severance payments.

Increases State Treasurer annual salary to $107,885 through June 30, 2020, and $110,582 thereafter, replacing previous salary schedule.

Allocates $35,000 one-time funding from the strategic investment and improvements fund for information technology costs.

Requires State Treasurer to report to the appropriations committees of the 67th Legislative Assembly on use of one-time funding for the 2019-21 biennium.

Maintains 7.00 full-time equivalent positions for the State Treasurer's office.
