Appropriates $19,223,404 in total funds to the Public Service Commission for the 2019-2021 biennium, with $6,714,928 from the general fund and 43.00 full-time equivalent positions.

Increases commissioner salaries from $115,489 to $118,656 annually through June 30, 2020, then to $113,656 thereafter.

Authorizes Bank of North Dakota to transfer $900,000 from the beginning farmer revolving loan fund to the Public Service Commission for rail rate complaint case costs, with repayment required from any successful case proceeds.

Appropriates $100,000 from special funds for grain insolvency litigation services in consultation with the agriculture commissioner.

Requires the Public Service Commission to study railroad equipment and track inspection technologies during 2019-2020 interim and report findings to the appropriations committees of the 67th legislative assembly.
