Appropriates $9,916,673 in special funds to the insurance commissioner for the 2019-21 biennium, including $8,149,998 for salaries and wages and $1,766,675 for operating expenses, with a reduction of 5 full-time equivalent positions from 46 to 41.

Appropriates $18,818,030 from the insurance tax distribution fund to provide $17,989,505 to North Dakota fire departments and $828,525 to the North Dakota firefighter's association for the 2019-21 biennium.

Increases the insurance commissioner's annual salary to $107,885 through June 30, 2020, and $110,582 thereafter, and modifies fee structures for nonprofit health service corporations, health maintenance organizations, and county mutual insurance companies.

Authorizes the North Dakota insurance reserve fund to use licensed insurance producers to assist policyholders and allows government self-insurance pools to contract with the commissioner to provide services for the state fire and tornado fund.

Directs the insurance department to conduct a detailed analysis of health care and hospital billing information during the 2019-20 interim, with authority to impose civil penalties up to $1,000 per day for hospital noncompliance, and requires legislative management studies on health insurance pre-existing conditions protections and volunteer firefighter pension feasibility.
