Appropriates $83,803,632 from the game and fish fund to the North Dakota Game and Fish Department for the biennium July 1, 2019 through June 30, 2021, with major allocations including $31,497,736 for salaries and wages and $15,949,169 for operating expenses

Eliminates one-time funding items totaling $748,724 from the previous biennium, including $250,000 for an airplane purchase and $423,724 for pipeline protest law enforcement support

Includes up to $400,000 in grants, gifts, and donations for surface damage, easements, or reclamation on department-owned or managed properties resulting from mineral exploration and extraction activities

Amends the game and fish fund statute to allow investment of up to $15 million of the fund balance under supervision of the state investment board, with investment earnings credited to the private land habitat and access improvement fund
