Amends section 50-06.4-01 of the North Dakota Century Code to revise the definition of "brain injury"

Redefines brain injury as damage to the brain or coverings of the brain that produces an altered mental state and results in decreased cognitive, behavioral, emotional, or physical functioning

Excludes injuries of a degenerative or congenital nature from the definition of brain injury

Passed the Senate with 47 yeas and 0 nays; passed the House with 91 yeas and 3 absent in the 2019 legislative session
