Allows felons not sentenced under section 12.1-32-09.1 to possess certain rifles and shotguns, including pre-1899 firearms, replicas, and muzzleloading weapons.

Expands the definition of "law enforcement officer" to include retired public servants with at least 10 years of service or those separated due to service-related disability, provided they maintain firearms proficiency and pass background checks.

Permits individuals with one year of valid driver's license or nondriver identification to carry concealed firearms or handguns under class 2 license provisions, in addition to existing class 1 license holders.

Allows schools and publicly owned buildings to authorize less-than-lethal weapons as part of security plans and permits concealed carry in churches with approval from religious leaders or governing bodies.

Establishes class 1 and class 2 firearm licenses with identical in-state rights but different reciprocal recognition in other jurisdictions, with class 1 eligible for more reciprocal agreements.
