Requires utilities to comply with road use agreements of impacted political subdivisions before transmission facilities are approved, with provisions allowing permits to supersede local requirements if shown unreasonably restrictive.

Mandates the Commission notify affected townships, cities, and counties of gas/liquid transmission facility applications at least 45 days before public hearings, with local requirements filed at least 10 days prior or deemed superseded.
