Senate Bill No. 2043 Summary

• Amends early childhood program licensing requirements to investigate applicants, staff members, and all individuals living in private residences for criminal records or prior findings of child abuse or neglect.

• Establishes department authority to suspend licenses, self-declarations, or registration documents when child abuse or neglect investigations begin if continued operation jeopardizes child safety, or when a "services required" determination is made.

• Requires the department to notify parents when a program's license is suspended and when owners, operators, or household members are under child abuse and neglect assessment if there is risk to children in the program.

• Modifies notification requirements to allow law enforcement to request notification delays up to 60 days (renewable) by providing written request within 48 hours of receiving notification of an alleged criminal matter.

• Updates CPR and first aid certification requirements for family child care, group child care, preschool, school-age child care, and child care center staff to include automated external defibrillator training.
