Allows vested contributors to the highway patrolmen's retirement system to purchase up to five years of additional service credit.

Modifies retiree health benefits eligibility and credit calculation for members of multiple retirement systems, including highway patrolmen, public employees, job service North Dakota, and judges' retirement programs, with monthly credit equal to $5 multiplied by years of credited service.

Applies reduction factors to retiree health credits for early retirement, with 3% reduction if employment terminates within one year before normal retirement age and additional 6% reduction for each year prior to that age.

Allows the board to establish self-insurance plans for health insurance benefits and prescription drug coverage separately, with prescription drug coverage exempt from certain administrative services only (ASO) or third-party administrator (TPA) contract requirements.

Authorizes employer contributions to the deferred compensation program as permitted under the Internal Revenue Code.
