Amends North Dakota Century Code section 54-52-17 to modify how normal retirement benefits are calculated for public employees, excluding supreme and district court judges.

Creates two service benefit calculation tiers based on enrollment date: members enrolled before January 1, 2020 receive 2% of final average salary per year of service, while those enrolled after December 31, 2019 receive 1.75% of final average salary per year of service.

Maintains prior service benefit calculation at 2% of final average salary multiplied by years of prior service employment for all members.
