School district boards may develop a school safety plan in consultation with qualified electors and establish a dedicated school safety plan fund.

Aspects of the school safety plan addressing student security are exempt from open records requirements and the state Constitution's public records provisions.

School boards may levy up to 5 mills on taxable valuation for school safety plan purposes, subject to voter approval by majority vote at a regular or special school district election.

Voter approval of school safety plan levy authority is limited to a maximum of 5 taxable years and must specify both the number of mills and the duration on the ballot.

The act is effective for taxable years beginning after December 31, 2018; Senate passed 43-3 with 1 absent, House passed 55-31 with 8 absent.
