Amends the outdoor heritage fund grant purposes to clarify four specific objectives: providing sportsmen access to lands, improving water quality and farming stewardship, developing wildlife and fish habitat, and conserving natural areas for recreation.

Modifies the North Dakota outdoor heritage advisory board composition to include 12 members with specific representation from agriculture (4 members), energy industry (2 members), conservation community (4 members), business community (1 member), and recreation and parks (1 member).

Requires the governor to appoint board representatives based on recommendations from agriculture organizations (Farm Bureau, Farmers Union, Stockmen's Association, Grain Growers Association), energy groups (Petroleum Council, Lignite Energy Council), and statewide conservation groups.

Mandates geographic balance among advisory board members to ensure fair regional distribution across North Dakota.
