Amends section 27-05.2-09 of the North Dakota Century Code to modify membership and operations of the court facilities improvement advisory committee.

Changes the quorum requirement from four members to three members for committee operations.

Limits non-administrator committee members to a maximum of two consecutive 3-year terms, with the state court administrator exempt from term limits.

Committee consists of five members: two county representatives (appointed by North Dakota Association of Counties), state court administrator as chairman, one state bar association representative, and one legislative management appointee.

Members receive travel and expense reimbursement from the court facilities improvement and maintenance fund, with the Supreme Court providing staff services.
