Amends section 16.1-16-09 of the North Dakota Century Code to clarify the appeal process for election contest judgments to the state Supreme Court.

Requires notice of appeal to be filed with the clerk of the Supreme Court (rather than the trial court) within ten days of service of the judgment.

Mandates that election contest appeals follow the North Dakota Rules of Appellate Procedure and must take precedence over regular court business to determine election results as soon as practicable.

Allows either party to request a hearing before the Supreme Court at any time upon ten days' notice and requires the appeal to be determined in a summary manner.

Passed by the Senate 46-0 and the House 90-0 at the request of the Supreme Court.
