Amends North Dakota Century Code section 30.1-13-03 to revise the priority order for appointment as personal representative in probate proceedings.

Adds "The guardian or conservator of the decedent at the time of the decedent's death" as a new priority category (item f).

Renumbers trust companies from priority level f to g and creditors from g to h.

Maintains the 45-day waiting period after death before creditors can be appointed as personal representative.

Passed unanimously in the Senate (47-0) and with strong support in the House (87-4) during the 2019 regular session.
