Creates new chapter 27-20.1 establishing comprehensive guardianship procedures for children in North Dakota juvenile court, including jurisdiction, petition requirements, appointment standards, and guardian duties.

Requires guardians to file annual reports with the court describing the child's status, medical treatment, educational progress, estate accounting, and whether guardianship remains necessary.

Establishes guardianship orders as effective for up to one year (maximum three years) with court review at least 60 days before expiration to determine if circumstances warrant continuation, modification, or termination.

Allows emergency guardianship appointment without hearing if court finds child will be substantially harmed before hearing can be held, with hearing required within 96 hours of appointment.

Permits guardianship as a dispositional alternative when a child is adjudicated deprived, unruly, or delinquent, and allows modification or termination by petition upon showing changed circumstances or that guardianship basis no longer exists.
