Amends section 27-20-54 of the North Dakota Century Code to modify procedures for destroying juvenile court records.

Upon final destruction of a juvenile court file or record, the proceeding must be treated as if it never occurred and the juvenile court shall notify all agencies named in the file.

Adds the Commission on Legal Counsel for Indigents and its public defender offices to the list of agencies that may retain index references and records beyond standard destruction requirements, subject to their records retention policies.

Requires most agencies (excluding attorney general, transportation, human services, corrections and rehabilitation departments, law enforcement, and county social services) to destroy all files and references upon notification and respond that no record exists if inquired about.
