Amends North Dakota Century Code section 26.1-02.1-05 to modify penalties for insurance fraud violations based on property or services value retained or attempted to be obtained.

Establishes felony classifications: Class A felony if value exceeds $50,000; Class B felony if value exceeds $10,000 but not $50,000; Class C felony if value exceeds $1,000 but not $10,000; Class A misdemeanor for all other cases.

Requires courts to notify appropriate licensing authorities when practitioners are convicted of insurance fraud, and mandates administrative hearings to consider imposing sanctions against the practitioner.

Requires courts to order restitution to insurers or other persons for financial losses resulting from insurance fraud violations, with the court determining the extent and method of restitution.

Sets statute of limitations of three years for felony prosecution and two years for misdemeanor or infraction prosecution, both commencing from the date of fraud discovery.
