Amends section 54-44.6-08 to authorize the manager to adopt rules in accordance with chapter 28-32 necessary to effectuate the purposes of records management.

Amends section 54-46-12 to require the administrator to establish a uniform program with standards, procedures, and techniques for effective management of county, city, and park district records.

Removes the requirement that the administrator adopt rules consistent with specific state law requirements and instead focuses on establishing practical management standards.

Permits all county, city, and park district offices, departments, and agencies to establish, utilize, and maintain the uniform program prescribed by the administrator.

Passed the Senate 47-0 and the House 90-0 with 4 absent.
