Requires 18 state agencies to obtain centralized desktop support services from the information technology department, including the Office of the Governor, Secretary of State, State Treasurer, State Auditor, and Securities Department.

Defines "desktop support services" as technical assistance and device management relating to personal computers and peripheral devices.

Directs the Office of Management and Budget, in consultation with the information technology department, to establish policies and guidelines for delivering desktop support services.

Requires consideration of efficiencies, cost-savings, and improved quality of service during transition from existing systems to functional consolidation.
