North Dakota authorizes the governor to enter the Northern Emergency Management Assistance Compact with any state or Canadian province that has enacted the compact substantially in the form specified in the bill.

The governor may negotiate interstate agreements with other states and intergovernmental arrangements with Canadian provinces for exchanging emergency or disaster resources when deemed of mutual benefit.

The compact is governed by a board of directors consisting of emergency management directors from party jurisdictions, with co-chairs elected biannually from participating states and provinces.

The compact board meets at least annually, with voting requiring a simple majority from at least one Canadian and one U.S. party jurisdiction, and decisions determined by consensus or two-thirds majority vote from each region.

All interstate mutual aid compacts and agreements dealing with emergency or disaster prevention, protection, mitigation, response, and recovery must be reviewed and made current every four years.
