Updates the Servicemembers Civil Relief Act reference from December 31, 2016 to December 31, 2018 to reflect current federal law protections for North Dakota military personnel on active duty for 30 consecutive days or longer.

Reduces the required commissioned service for assistant adjutant general appointments from five years to three years in the North Dakota National Guard.

Updates federal statute citations for the definition of "veteran" to reflect 10 U.S.C. sections 12301 and 12302 for National Guard and reserve members activated for honorable service exceeding 30 days.

Extends the period of service for adjusted compensation benefits from June 30, 2019 to June 30, 2021, and extends the application deadline for compensation claims accordingly.

Maintains adjusted compensation payment rates of $50 per month for domestic service, $100 per month for foreign service with expeditionary medal or campaign badge, and $2,500 lump sum for purple heart recipients.
