Amends North Dakota Century Code section 49-02-27 to add solar energy conversion facilities to decommissioning regulations alongside existing wind energy facility requirements.

Maintains mandatory decommissioning rules for commercial wind energy facilities covering anticipated project life, estimated costs, cost update schedules, funding methods, decommissioning procedures, site restoration, and natural resource development considerations.

Requires wind energy facility owners or operators to record the location of any underground foundations not removed during decommissioning with the county recorder in the relevant county.

Grants the Public Service Commission discretionary authority to adopt decommissioning rules for commercial solar energy conversion facilities, making solar rules optional rather than mandatory.
