Creates new Chapter 26.1-53.1 to regulate discount plan organizations in North Dakota, replacing the previous Chapter 26.1-53.

Requires discount plan organizations to register with the Insurance Commissioner, pay a $500 application fee and $250 annual renewal fee, and maintain a $35,000 surety bond.

Mandates discount plan organizations establish internet websites listing contracted providers and comply with specific advertising, marketing, and disclosure requirements to prevent consumer confusion with health insurance.

Prohibits misleading terminology (insurance, coverage, copay, deductible, etc.) in advertisements and requires clear written disclosures that plans are not insurance and members must pay for all services.

Allows existing discount plan organizations six months from the effective date to comply with new requirements; provides Commissioner authority to suspend, revoke, or deny registration for non-compliance with civil penalties up to $10,000 per violation.
