Amends North Dakota Century Code sections relating to the children's health insurance program (funded through federal Title XXI of the Social Security Act) to clarify definitions and departmental duties.

Modifies the income eligibility limit from 160 percent to 175 percent of the poverty line using modified adjusted gross income methodologies.

Establishes that current eligibility may begin on the first day of the month following application, with retroactive eligibility available for the three calendar months immediately preceding application if all eligibility factors are met.

Repeals Section 50-29-06 regarding continuing appropriation for grants and donations received for the program.

Becomes effective on January 1, 2020; passed by Senate 42-4 and House 81-10.
