Creates a new certification program for environmental laboratories administered by the Department of Health, requiring all environmental laboratories conducting tests or preparing data for department submission to be certified unless exempted.

Authorizes the department to establish certification standards and procedures, issue or deny certifications, conduct onsite evaluations, reject non-certified laboratory testing and data, and establish reasonable certification fees deposited in the department operating fund.

Allows the department to specify which parameters and analytical procedures each certified laboratory is authorized to conduct and to refuse acceptance of results that do not meet reasonable validation criteria.

Grants interim approval to operate for laboratories previously certified under any department program as of July 31, 2019, with such laboratories required to apply immediately for certification once rules are adopted.

Repeals section 61-28.1-07 of the North Dakota Century Code relating to laboratory certification and becomes effective August 1, 2019, contingent on certification that environmental health authority transfers to the Department of Environmental Quality are completed.
