Amends North Dakota Century Code sections 54-59-01 and 54-59-05 to add definitions and expand the Information Technology Department's cybersecurity duties.

Adds new definitions for "cybersecurity" (processes to protect systems, communications, and information against damage, unauthorized use, modification, and exploitation) and "cybersecurity strategy" (vision, plan of action, or guiding principles).

Requires the Information Technology Department to advise and oversee cybersecurity strategy for all executive branch state agencies, higher education institutions, counties, cities, school districts, and other political subdivisions, with consultation from the attorney general.

Requires the department to advise and consult with the legislative and judicial branches regarding cybersecurity strategy.

Creates two effective periods for the amended statute: one through July 31, 2023, and another effective after July 31, 2023, with the second version removing an exception for the statewide interoperable radio network financing requirement.
