Permits residents or resident representatives in skilled nursing, basic care, assisted living, and swing-bed hospitals to place authorized electronic monitoring devices (video cameras, web-based cameras, audio devices) in their rooms with written facility notice and compliance with installation standards.

Requires monitoring devices to be fixed and stationary, monitoring only the resident's area and not roommates' areas, with video recordings including date and time stamps.

Mandates that roommates provide signed written authorization before device placement, with authority to limit monitoring to audio or video only and to withdraw consent at any time in writing.

Protects facilities from criminal or civil liability for privacy violations when devices are used in compliance with the statute, and prohibits facilities from refusing admission or removing residents based on electronic monitoring.

Establishes penalties including class B misdemeanor charges for intentionally tampering with or destroying monitoring devices without written resident consent, and prohibits facility staff from accessing recordings without resident authorization or court order.
