Transfers child support enforcement responsibilities from county state's attorneys to a centralized child support agency, except for public assistance cases where sheriff fees may not be charged.

Adds electronic mail address to required information parties must provide to the state disbursement unit and allows courts to use most recent addresses for service of process in subsequent child support actions.

Allows courts to amend child support orders to conform to guidelines after one year without requiring proof of material change in circumstances, but requires showing material change if amendment is filed within one year.

Permits courts to issue stays on child support accrual if in the child's best interest, with prohibition on using income withholding avoidance as justification for the stay.

Redirects civil money penalties collected under licensing provisions to the child support collection and disbursement fund to cover department losses in making disbursements.
