Declares that firearms, firearm accessories, and ammunition manufactured commercially or privately within North Dakota and remaining in the state are not subject to federal law or federal regulation, including registration.

Exempts generic and insignificant parts (springs, screws, nuts, pins) and basic materials (unmachined steel, unshaped wood) from federal regulation when incorporated into in-state manufactured firearms.

Requires all firearms manufactured or sold in North Dakota under this provision to have "Made in North Dakota" clearly stamped on the receiver or frame.

Excludes from the statute: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding ammunition, and firearms discharging two or more projectiles with one trigger activation.

Specifies that imported firearm accessories subject to federal regulation do not subject the firearm itself to federal regulation.
